This project is one of four sites being developed as part of The Salvation Army's Cleveland Plan.  The CNMIF II NMTC investment supports all four sites.

Recognizing that the current Harbor Light Complex offers limited space in a building with many diverse services, The Salvation Army will expand the existing corps and construct a new 29,000 SF facility for the Zelma George Shelter on the property adjacent to the existing Harbor Light Complex. The new facility will be equipped with individual family units, an apartment structure to house victims of human trafficking, improved classroom areas and community rooms, an outdoor play area and courtyard space. This will be one of the very first shelters in Cuyahoga County designed particularly for homeless families and for adult human trafficking victims.

Impact

    The four sites are expected to create 28 FTE jobs.

    The four facilities will provide homeless services, hunger relief and support services, direct emergency assistance, drug/alcohol treatment, workforce development, education and mental health/counseling services.

  • Healthy Food Financing

    The facilities will provide food pantries, daily meals and home meal delivery to the homebound. All four locations are considered a second tier food desert.

  • Diversity and Inclusion

    The project sponsor committed to construction participation goals for Minority, Female, and Cleveland Small Businesses (MBE/FBE/CSB) as well as minority, female and City of Cleveland resident workers.

  • Environmentally Sustainable Outcomes

    The projects will incorporate a number of sustainable design features.

  • Executed Community Benefits Agreement

    The project sponsor has committed to quantifiable community impacts by executing a Community Benefits Agreement.
